Hekmatyar, for his actions during the 1990s civil war and his shelling and rocketing of Kabul, is a perpetrator of war crime and crimes against humanity of very large scale. For him to run for president of Afghanistan, aiming to rule from the capital city he once rocketed, I consider to be an important event.
