State Senator Joel Anderson proudly touts SB 851 as the solution to California's budget woes. On his website he calls SB 851, "A Revolutionary Vehicle to Improve California's Highways and Save Tax Dollars."
The problem is that SB 851 is an empty vehicle. A shell if you will. It says nothing, means nothing and solves nothing.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:
SECTION 1. It is the intent of the Legislature to enact
legislation that would address the need for highway construction.
So what does the Senator has to say about the magnificently crafted bit 'o legislative goodness?
"The Governor asked for our help and we have responded," said Senator Anderson. "Our idea will save billions of tax dollars by realigning, reforming and revolutionizing the way highways are built and maintained in California. We ask the Governor to work with us to get the money to where the rubber meets the road."
Then he goes on to raise a litany of waste perpetrated by the California Department of Transportation. What caught my eye was the MacArthur Maz "sinkhole" which was supposedly handled poorly by Caltrans.
I wracked my brains and guess what? That was no sinkhole, that was a fuel tanker that caught on fire in the bay area with a white hot heat that melted the steel in the overpass. If I remember correctly, this was fixed in record time and got the contractor a huge bonus for bringing in the repair on budget and under deadline.
I thought y'all would be amused to find just another case of Republicans who complain about waste but have no real solutions to offer and don't even seem to know what they are talking about (especially in regard to the MacArthur Maze)
