    Rapidly expanding bullets are carried by most law enforcement agencies because they penetrate less and tend to shatter on impact with something hard, meaning a reduced risk of ricochet or striking someone behind the intended target.  A responsible gun owner could easily decide that these rounds were the best option for a potential defensive use.  Hollow point rifle bullets also tend to be more accurate, and are often used as match grade ammo for target competitions.

      Lead bullets would get bent and scratched, tend to jam the gun, would also foul the gun leading to jams.
