    I vaguely remember that during UNOSOM I mission in Mogadishu -- in 1992, still during the PappyBush years and long before all the Black Hawk Down business -- there was some issue about not taking away people's guns.  In other areas, there have occasionally been buy-back programs to collect and destroy guns.  The subsequent arms proliferation in Somalia may have been fed by this failure, but I'm not sure.
